Paziņojumā atgādināts par traģiskiem ģimenes vardarbības gadījumiem, pārmērīgo alkohola lietošanu, bērnu pamešanu novārtā, savlaicīgi nepamanīta vai paciesta emocionāla un fiziska vardarbību, seksuāla izmantošanu.
Stambulas konvencija vienā dokumentā apkopo dažādu valstu pieredzi, labo praksi, sadarbības modeļus un citu lietu kārtību. Konvencijas pieņemšana vairs neļauj izvairīties no atbildības par valstisku nolaidību vardarbības novēršanas jautājumos. Palīdzēt pareizi, labi un efektīvi kļūst par pienākumu valstij un mums visiem.
“Stambulas konvencija ir nepieciešama mūsu pagātnes, tagadnes un nākotnes cilvēkiem – meitām un dēliem, sievietēm un vīriešiem, kuriem nepaveicās, kuri tika pazaudēti sistēmas līkločos, tika ievainoti vai nomira, kuru dzīves tika sagrautas. Un tas viss notika ģimenē, kurā nekad nekam tādam nebūtu jānotiek,” teikts paziņojumā.
Konvencijai, tāpat kā visiem citiem starptautiskajiem līgumiem, ir skaidri definēts objekts un mērķis, kura rāmjos tā darbojas. Konvencija neregulē ģimenes sastāvu, neregulē laulību un neregulē dzimumu identitātes jautājumus. Tai nav tāda juridiskā spēka.
Tas attiecas uz Latviju tikpat lielā mērā, kā tas attiecas uz Horvātiju, Serbiju, Itāliju, Poliju un virkni citu konservatīvu un kristīgu valstu, kas konvenciju ir ratificējušas, un kurās tā pa šiem gadiem nekādā veidā nav ietekmējusi likumdošanu iepriekšminētajos jautājumos.
Taču katrā no šīm valstīm ir krietni uzlabojies darbs ģimenes vardarbības apkarošanā, datu ievākšanā un pakalpojumu klāsta uzlabošanā cietušajiem. Šajās valstīs ir kritušies arī noslepkavoto sieviešu statistiskie rādītāji, kas patlaban Latvijā ir augstākie Eiropā. Konvencija regulē tikai ar vardarbību saistītus jautājumus – prevenciju, likumdošanu, cietušo aizsardzību, varmāku saukšanu pie atbildības, teikts paziņojumā.
Paziņojumā norādīts, ka cietušo aizsardzības organizācijas iestājas par Stambulas konvenciju, jo ikdienā redz tās sāpes, kas rodas no tās neesamības. Tāpat neviena no organizācijām, kas pilnvērtīgi strādā ar cietušām personām, nepretojas tai.
“Vienīgā tradīcija, kuru gribam lauzt, ir vardarbības tradīcija. Jā, ir taisnība, ka konvencijas pieņemšana nemainīs situāciju uzreiz, tās pieņemšanas dienā. Taču tā liks veidot rīcības plānu, kuru līdz šim neviens tā arī nav izveidojis. Savukārt konkrēts plāns palīdzēs veidot tādu nākotni, kurā ikviens varēs justies drošāk un laimīgāk. Tieši tādēļ Stambulas konvencija mums ir drošāka nākotne jums. Mēs, cietušo aizstāvības organizācijas, tiecamies tiešu uz to – uz drošību mājās un ģimenē,” teikts paziņojumā.
Jau ziņots, ka Saeima ceturtdien nodeva izskatīšanai komisijās likumprojektu, kas paredz Latvijā ratificēt tā dēvēto Stambulas konvenciju jeb Eiropas Padomes konvenciju par vardarbības pret sievietēm un vardarbības ģimenē novēršanu un apkarošanu.
