Valstij būs jānosaka kritiski nepieciešamais dzelzceļa infrastruktūras apjoms, pirmdien Nacionālās trīspusējās sadarbības padomes sēdē, pārrunājot dzelzceļnieku darba samaksas jautājumu, sacīja satiksmes ministrs Kaspars Briškens.
Latvijas Brīvo arodbiedrību savienības (LSBSA) priekšsēdētāja vietniece Gita Oška vērsa padomes uzmanību uz to, ka situācija uz dzelzceļa ir katastrofāla, un infrastruktūras uzturēšanai nepietiek līdzekļu.
Oškaja atgādināja, ka dzelzceļa infrastruktūra ir ne tikai sliedes un aprīkojums, bet arī cilvēki. Tagad daudzi uz dzelzceļa strādājošie saņem 700-800 eiro lielu algu, un no nākamā gada šī alga būs minimālajā līmenī.
Pēc viņas teiktā, arodbiedrība prasa palielināt algas vai stundas tarifa likmes vismaz par 15%, taču līdzekļi tam nav atvēlēti. Oška atgādināja, ka valdība vēl nav izmaksājusi paredzēto līdzsvarošanas finansējumu dzelzceļa infrastruktūras uzturēšanai 2022. un 2023.gadam.
Briškens sacīja, ka situācija transporta nozarē viņam ir “liels pārsteigums, kas mantots”. Ministrs atzina, ka “nozare asiņo”, kā piemērus minot “Latvijas dzelzceļu”, pārvadājumus ar sabiedrisko transportu, “Latvijas Pastu”, “Rail Baltica” projektu un ostas.
Vienlaikus Briškens norādīja, ka problēmas jārisina sistemātiski. Ministrs atgādināja, ka pirms vairākiem gadiem ar Latvijas dzelzceļu no austrumiem pārvadāja 65 miljonus tonnu kravu gadā, un šie pārvadājumi nodrošināja pietiekami daudz līdzekļu infrastruktūras uzturēšanai.
Tagad situācija ir mainījusies: gadā tiek pārvadāti 15 miljoni tonnu kravu un ir tendence uz tālāku samazinājumu. “Pacients asiņo, bet vismaz nākamā gada budžetā ir finansējums asiņošanas apturēšanai,” sacīja Briškens.
Satiksmes ministrs atzina, ka dzelzceļa koridora un infrastruktūras, kas izveidota un pielāgota 80-85 miljonu tonnu kravu pārvadāšanai no austrumiem, ilgtermiņa uzturēšana, visticamāk, būs apgrūtināta. Līdz ar to valstij būs jānosaka, kāds ir dzelzceļa infrastruktūras kritiskais apjoms.
